Lebanon is grappling with its most severe crisis since the 2006 Lebanon war, with a conflict that has killed over 4,000 people, injured over 16,600, affected 1.3 million people, and caused significant displacement and widespread infrastructure damage.

A ceasefire between Israel and Lebanon on 27 November 2024 has brought an end to recent hostilities – though daily violations of the ceasefire agreement are reported – , but the scale of damage, of people returning or still displaced means that the humanitarian needs will continue to unfold in parallel to critical needs for recovery and reconstruction.

Following the cessation of hostilities, more than 900,000 people started returning to their communities, according to the International Organization for Migration. At the height of the crisis, at least 1.3 million people had been affected, including nearly 900,000 internally displaced. More than 560,000 people had crossed from Lebanon into Syria after 23 September 2024, according to UN Office for the High Commissioner for Refugees. 

The sustained military activities, as well as the level of damage wrought to homes and civilian infrastructure and services during the conflict and after the cessation of hostilities continue to impede the safe and unhindered return and access of people in need to humanitarian and recovery assistance and protection.

Displacement figures are likely to continue to fluctuate in coming weeks as returning households confront destroyed homes and difficulties in accessing essential services and assistance in severely conflict-affected areas.

Families returning to their villages are homeless and displaced as a result of the destruction. These civilians witnessed unimaginable loss of life, livelihoods, safe housing, communities, and services provided by government.  

Many are now in desperate need of aid. At least 24,000 residential buildings have been badly damaged or completely destroyed.

According to the Lebanese Ministry of Health, between October 2023 and November 2024 the Israeli military attacked 67 hospitals, 56 primary health care centres, and 238 emergency medical teams, killing at least 222 medical and emergency relief workers
