The launch of the IHRC publication ‘The Rise of Citizenship Deprivation: A Global Threat to Human Rights’ will take place on 29 September 2023.  

At this event, Ms. Caterina Aiena will present the results of the report on the citizenship-stripping practices by States as a counter-terrorism measure. Her presentation will be followed by comments and responses from invited panellists, and questions and answers from attendees. 

The report on states’ practice of citizenship deprivation provides a comprehensive analysis of the main human rights violations by States used to target, inter alia, EU citizens by means of deprivation of citizenship as a counter-terrorism measure. The analysis reveals historical background, EU States’ legal practices, human rights violations, and a complete failure to engage properly with the issue of ‘terrorism’ at the EU level and beyond. 

Report author Caterina Aiena said: 

 “Using this measure to deal with citizens who pose a threat to national security has been superimposed upon older debates about who deserves to be a citizen. The measure fails many human rights safeguards, fails to impact in any way to protect citizens from acts of political violence and perpetuates structural injustices. We need a new and robust conversation about citizen stripping.”
